CtS takes place in the near future in a world where people are dealing with destruction brought on by humanity's greed. Trying to renew the rapidly declining resources, they dug too deep and woke those who should never have been disturbed. The world is now a very different place - one of survival and war.

The City of Romford boasts a population of nearly 680,000 - most of which are humans which does not sit well with the Psionic government. Storm Heights Aerie has 45 dragons and New York has 65, making it the larger of the two as well as the most progressive. The Village of Mapiya has been burned to the ground by a menacing unknown dragon and his brood. Around three hundred survivors have been assimilated into Romford's population.

It is late summer in the year 2083. The suwani have been moved to a refugee center, a short term plan, for what seems like a long term problem. Whispers are passing around about what new threat is outside the walls of Romford, and if anyone will be ready for it. Meanwhile, Satinus is slowly getting back on it's feet with new financial backers. The weather is warm, most days it's hot, although this is a welcoming reprieve from a bitter winter, and a very cool spring.

Hudson St. is one of the last places that Humans can call home. Run down, with buildings that have been built and rebuilt to the point the street is cramped and ugly. Those who live here are openly considered rebels, attacked by both Psionics and Dragons alike. Patrolled regularly, the Psionics simply just do not have the numbers to flush out all the discontent but they do keep them well controlled. In this district, the laws are less strict but the living conditions are very poor.

The four blocks of Crown, Denver, James and London Streets make up the housing for the vast majority of the middle class. 98% human, this area is devoid of decoration but the tall complexes are well maintained and reasonably spacious. Single apartments each contain a bathroom, bedroom and small kitchen. Married adults with children have separate complexes with slightly larger apartments to suit their needs.

This building is one of the largest and most ornate buildings in North Romford. It is the beating heart of the city since within its walls, all the comings and goings and important decisions are made. Most of the building is designed for taking care of the menial tasks of running the city such as assigning jobs and housing.

As many know, Romford was once a suburb of New York and the city’s security was formed from the remains of an old intelligence service that once resided here. A generation has passed and RSIS now handle all policing under Urban Security [US], large scale actions and planning in the Dedicated Defense Network [DDN] and intelligence and internal investigations in Municipal Protection [MP].

Plenty was cleaned up after the raid but there was still a lot that was forgotten. The ruins are dangerous, some plots of land are ready to fall into the tunnels at the slightest pressure but people still come around, looking for treasures, avoiding the odd creatures that lurk in the shadows. Rejected experiments rule here, especially after dark. Their presence is considered to be a rumor by most but some have seen them - they swear.

Satinus has been built up from the ground once more, although the ruins still border it's sides. It has new financial backers, and its not the same place it used to be. The scientists once shunned to the RSIS building are mostly allowed to move back into this new annex of Satinus. Changed from before, this new area is above ground although fitted with a good deal of security.

Deep into the area you will find factories and warehouses but nearer to Fountain Park there are Banks, offices and higher class restaurants. This area of the city is by far one of the largest and most varied. There is very little residential at all in the north west but a great deal of commercial enterprise.

This is where the suwani now live. Temporary housing in tents has been placed off near one of the city's parks. Closed off showers have been provided along with bathrooms, but all are grouped together away from the tents. Each tent fits four people, and no space is wasted. Those who've not had room mates before, now have them. Each person has a bed, and a couple of drawers for storage underneath the bed which has uniform clothes and hygeine products. This is a temporary living situation.

Nothing was saved from the onslaught of the dragons wrath. The village that once was is nothing but ash and destruction, losing the heritage of the suwani people who gather in this place. Most of the trees that once lived here were burned to the ground along with the homes, leaving a plain of burnt remains. Thankfully, the graveyard was left more or less in tact.

There are currently two dragon Aeries with very different values and beliefs. There is the traditional Storm Heights, ruled by a purple queen. Or there is the human-sympathizing New York Aerie. They believe in upholding dragon values is working to create a bond with the humans and free everyone from oppression taking back the earth.
